SOP
Chain of Command
- Two people per truck (exceptions due to lack of personnel):
- Radio control for tones for more personnel to station
- Radio command on scene to verify proper truck is being taken and if anything else is needed
- Only Chief/Assistant Chief(s) tell a person to drive a truck by him/herself
- If there are multiple trucks going to the same call at the same time, designate one person to call all vehicles out at once (to control)
- Use personal judgment to decide which truck to take to what type of call, using the following guidelines:
- M117 EMS, Car Accidents, Fire calls
- E15 Structure Fires (primarily a DRAFT TRUCK)
- E96 Car Accidents (trees down if manpower permits)
- M16 Trees/Wires down (and/or all calls, if manpower permits)
- E14 Structure Fires, Tanker Shuttle, Car fires (if manpower permits)
- E-273 Structure Fires (primarily a DRAFT TRUCK)
- No critiquing of calls, personnel, etc on scene of any incident. It can either be discussed when we get back to the firehouse or at the next drill/meeting.
- Incident Commander is PRIMARY SAFTEY OFFICER. If the scene size/manpower warrants it, the IC will appoint one or more safety officer’s as he/she sees fit.
- After all calls, make sure trucks/equipment are ready for the next call.
- Refuel any generators that were used
- Refuel any portable pumps, lights, chainsaws, etc that were used
- If trucks are below ¾ of a tank of fuel, then refuel them as well
- Any equipment that needs to be cleaned (hose, trucks, tools, etc), can be cleaned after the call or at the next drill/work detail
- Any damage to any equipment or apparatus is to be reported to the engineer AND Line Officers IMMEDIATELY.
- All personnel will be educated/trained on each apparatus he/she wants to drive by the Engineer and/or Chief/Assistant Chief.
- NO PERSONNEL WILL DRIVE APPARATUS UNLESS THEY ARE QUALIFIED TO RUN THAT TRUCK AND/OR THE EQUIPMENT THAT PERTAINS TO THAT TRUCK (JAWS ON E-96 FOR EXAMPLE).
- DRIVER OF A TRUCK IS RESPONSIBLE FOR THE TRUCK AND THE TRUCK’S EQUIPMENT ON THE SCENE, UNLESS OTHERWISE INSTRUCTED/RELEASED, BY A LINE OFFICER, TO DO OTHER EVOLUTIONS ON THE FIREGROUND.
- First person on the scene is in charge, until relieved by a Line Officer.
- Personnel are not to leave the scene until relieved by the Incident Commander.
- Any “perceived” problems with personnel by personnel that are performing evolutions, should bring those concerns to the Line Officers.

Responsibilities and Duties of Line Officers

The Chief is responsible for the following:
1) The actions of ALL fire company personnel.
2) Training requirements.
3) In charge at ALL scenes.
4) ALL reports.
5) Equipment conditions
The assistant chiefs will work together on a scene when the chief is not there (no one assistant chief is more in charge than the others).
All assistant chiefs, fire police captains, first responder captains, etc, answer directly to the “chief.”

SOP
Structure Fire
- Establish Incident Command (I/C) and a command post.
- Arrive on the scene.
- Call for mutual aid if needed (tankers, interior firefighter’s, etc).
- Establish a command post for I/C and communications.
- Accountability people/first assistant.
- Advance a 1 ¾” hose line by interior personnel in full gear to the front door, minimum 3 personnel on the hose. Enter building from unburned portion pushing fire back to the burned part of the building.
- Assess progress of fire/determine need for mutual aid.
- Interior personnel MUST be accompanied by interior captain or line officer (3rd Asst).
- Get a backup line deployed to backup interior firefighters.
- If mutual aid is needed, make sure you have jobs for them when they arrive.
- Determine where the fire is and prepare for venting (roof, window, etc).
- Coordinate with interior attack team, when to ventilate.
- Make sure EMS and an ambulance is present, in case someone is hurt and/or for the rehab of firefighters.
- Water supply should be set up and meeting requirements for the fire.
- When the interior attack team is ready, vent the building and put the fire out.
- After the fire is out, get a team or two, together, to do salvage and overhaul.
- Search for hot spots, using the thermal imaging camera.
- Clean up the scene and send mutual aid back with our thanks.
- Chiefs do scene cause and origin.
- Return equipment back in service, back in station

Car Fires

Arrive on scene.

Establish Incident Command (I/C) and a command post.

4 people in air packs. 2 on 1 ½” line, 1 to do entry, 1 on backup (pulling another line).

On scene officer is required to maintain communications.
-
Stay away from front and rear bumpers! Attack from the side.
-
Use foam to suppress fire.
-
Get water for backup (either E-14 or E-15).
-
Push fire from unburned part of vehicle, to burned part of vehicle.
-
Once fire is out, contain fuel and oil leaks as best as you can.
-
Determine cause and origin or the car fire.
-
Call Control Center, to have them dispatch a tow truck. Type of vehicle will determine type of tow truck to be dispatched (rollback, regular, etc).

Mop/clean up on accident site.
-
Get information for accident and fire report.
-
Return equipment back to service, back in station.
-
Clean hose(s) and refill air packs.

Chimney Fire SOP’s

Arrive on scene.
-
Establish Incident Command (I/C) and a command post.
-
Check building for smoke (if smoky, an AIR PACK IS REQUIRED).
-
Remove fire from stove (and any embers/etc).
-
Set up ladder to get to top of chimney.
-
Find clean out, for chimney.
-
Get 1 ½” hoses off truck with 2-3 guys to the front door with air packs.
-
Fire fighter to up on the roof, with air pack, to clean out the chimney.
-
Once chimney is clear, use fire extinguisher in the stove to put the fire out.
-
Look for fire extension into the house (hot spots), by using thermal imaging camera.
-
Evacuate smoke from building with exhaust fans.
-
Clean up scene (chief to suggest to occupants that the chimney be checked by a professional).

Return equipment back to service, back in station.

SOP
Car Accident
-
Arrive on scene.
-
Establish Incident Command (I/C) and a command post.
-
On scene officer is required to maintain communications.
-
Establish traffic route using fire police.
-
Find number of victims that will be getting transported. That will facilitate the number of ambulances required.
-
Stabilize victims (if out of car).
-
Pull 1 ½” hose line, ready to be charged.
-
Assess victim’s condition, then plan for removal from the car.
-
Remove victims from car.
-
Call Control Center, to have them dispatch a tow truck. Type of vehicle will determine type of tow truck to be dispatched (rollback, regular, etc).

Help support to clear cars from scene/maintain traffic flow.
-
Mop/clean up on accident site.
-
Get information for accident and fire report.
-
Return equipment back to service, back in station

Equipment Shutdown SOP’s
Portable Units (saws, lights, pumps, etc)

Trucks
- Fill fuel if level i less than ¾ of a tank.
- Check oil when done
- Make sure water tanks are full on all trucks.
- Make sure equipment (hoses, nozzles, etc) on trucks, is clean, back in its place and ready to go.
